You have been selected to police the border between the mundane and the magical. As a watcher you will be expected to deal with everything from madmen to dragons, all without attracting the public eye. Full training will be provided, personal safety not guaranteed.

The Over Watch’s mission is simple; it wants to keep the mundane world mundane. To that end it cracks down on all sorts of magic and monsters and even a few of the more esoteric scientific experiments. After centuries of practice it has gotten very good at it and it’s constantly on the lookout for new talent.
The Over Watch doesn’t care how old you are, if it thinks you have useful skills or knowledge it will take you. Summoners, psychics, mediums and others with even stranger abilities, the Over Watch has a use for them all.
When someone with a new supernatural ability is found they’re sent a letter signed ‘The Watch Maker’ and told to appear at a specific time and place. Those who do disappear from the mundane world for the Clock Tower. The lucky ones survive four years of magical instruction and are set loose on the world. The unlucky ones? Well, the Clock Tower already disappeared them once.
The Over Watch stood for hundreds of years, protecting reality from things that shouldn’t have been real. They held vast repositories of knowledge, commanded arcane powers and were strangely obsessed with time. And then they vanished.
Two weeks ago every watcher in the world disappeared, save for a small cadre of students and teachers from the Clock Tower who were on a camping trip at the time.
The Over Watch wasn’t the only magical organisation out there of course, only the most prominent, and spies and double agents were everywhere. Some were politely ignored as a means of unofficial communication while others worked to undermine the competition.
Its greatest rivals and occasional allies were the Repository of Forbidden Knowledge and The Emergent Magicians Agency (EmMA). But, not all of the other societies were as benign and with the Over Watch’s disappearance a desperate struggle for dominance and a few world ending plots have begun.
