The Hunt-Moot has gathered to decide whether or not the time has come to call the hunt. The titans are growing more dangerous, to be sure, but calling a hunt is no small thing; it requires the binding of wraiths and the creation of more hunters — and hunters, particularly new ones, can be even more dangerous than titans.
