Sepera, a large rocky planet, blessed with liquid unfrozen water oceans over sixty percent of its surface, is a refugee planet. It was established 112 standard years ago, when the first group of the Prufet 4 survivors arrived and made, what is now known as Padiea and District 1, their home. Today a few Prufets, descendants of the original refuge camps, serve in the Spin-ward Rift Alliance’s Governor’s office, which maintains a tight control of all interstellar commerce between Sepera and the rest of the planets in the Alliance. The Alliance, after all does need to get a good rate of return on all the money it invested here. The vast majority of Prufets were able to leave Sepera and rejoin civilization.
The Prufets became the exemplar, the model example of how a small group of survivors from war or natural disaster, if allowed to remain together, could save their culture, rebuild their traditions, and grow strong enough to colonize an uninhabited world. The Prufets had since rejoined the Alliance as full members with complete self autonomy and voting rights in the Alliance Senate. But for every camp like the Prufets there were ten examples of refugees that remain dependent for support without which they would disappear into the pages of history.
The planet has one space port, in the city of Padiea, large enough to support interstellar commerce, one orbiting space station to receive the huge star liners and cargo vessels from the rest of alliance space. Both the space station and the city of Padiea are under strict control of the Governor’s office, which has roughly 2000 Rangers to maintain control and peace in the system.
Besides Padiea, which is the planets largest city, there are eight large free market cities each having an ocean port for transporting heavy cargo around the planet and hyper loops connecting that city in a web like network with the other free market cities and with Padiea. The free market cities are jointly controlled with alliance representatives inspecting all commerce for contraband and assessing the mandatory transport taxes. The safety, infrastructure, and sentient services, like hospitals and schools, of the free market cities are controlled by the largest refugee community in the district where the city is located. The quality of life varied greatly between these cities, because of there differing cultures and attitudes, but even the worst of them were far better than the wilds and no control zones, where there was no law and crime was rampant. Life was very dangerous and hard in the wilds.
The Alliance made no effort to control anything that went on outside of the cities, The purpose of the Alliance wasn’t to impose its will or values on these refugees, but to give them one last chance to allow them to return to the people and civilization they were before disaster found them.
