At some point in the distant future, after a complex civil war, the US is divided into small, town-sized sectors. The country’s unity is gone and the government has been splintered into weak little pieces. Each sector has completely different leadership; taking power over a sector is easy and that means that a lot of power-hungry corrupts are now in charge of a lot of places.
Oh, and mutants are a thing. At this point, though, mutant abilities are seen as nothing more than cheap tricks, and most people born with mutations have no idea how to foster them and develop actual powers. Almost everyone with a mutation grows up hiding it and taking the secret to their grave, never allowing it to develop and eventually “growing out of it.” Some, however, choose the risky path of fostering their abilities in secret. This is strictly illegal and these people are demonized by the public as if they’re building weapons or hiding bombs in their backyard. A small group kids, all denizens of the same sector, all mutants who want to learn to harness their full potential, all social outcasts and all living in the same sector, have found each other through the Web. They band together with a mutual enemy, the corrupt sector leadership. Their goal is to practice and develop their powers and use their collective strength to crush their sector’s leader and basically put themselves in charge.
