In the hub-shaped city of Circe, The Churning Order wielded the will of the church, burning one district to the ground and sinking another into the bay for walking too close to the flames of Utter Law. Now these ruined quarters draw adventurous souls, Salvage Operators, who pay for the church’s blessing to plumb the depths for profit and glory.
The only problem is, for a group of aspiring salvage operators equipped to sink beneath the waters of the bay, they need one last piece of equipment - A License of Salvage.
