The year is 1998, September 23rd and there have been strange happenings throughout Raccoon City these past few months.
A number of animal attacks have occurred in the Arklay Mountains and slowly spread towards the city since May. Many people are going missing throughout the city as the weeks have passed.
Soon July came and with it rumors being spread about the Raccoon City Police Department. Officers have been fighting amongst themselves and/or abruptly leaving the force in large numbers, particularly the elite squad known as S.T.A.R.S. There has also been accusations of cover-ups and scandals involving the pharmaceutical company known as Umbrella, none of which have been confirmed by local news.
Earlier during this month there has been mention of the civilians showing up at Raccoon Hospital displaying symptoms of gangrene and congestion of the blood. It is currently theorized that this could be early signs of a city wide epidemic originating from the Unidentified Animal attacks in the Arklay region.

This game takes place shortly before the events of Resident Evil Outbreak, 2, & 3, but after the events of Zero and 1.
This game will only acknowledge the “canon” of games that took place during the Shinji Mikami era. Which means anything that was released after Resident Evil 4 is not canon to this Storium (not counting Umbrella Chronicles & Darkside Chronicles, those are fine.)
When creating a character, please have fun with it. Create your own custom cards if you like (try to use resident evil artwork if you can, it just looks neater.) Original characters only. Try not to be too over the top though and please refrain from any “superhuman” type abilities. Oh, and no “extra” made up S.T.A.R.S. members allowed. They’re the elite of the elite, and a bit too embedded in canon to be newly created.
