When most lands were peopled by nomadic clans of illiterate herdsfolk, Exaw was already ancient. From its crown jewel, the capital city of Hedat, it rules the whole of the vast western desert. With blades of fine bronze, Exaw projects its will upon the world.
It spans from the steppe-lands in the north all the way to the Bay of Resay in the south. To the west, it is bounded by the Skywall Mountains, and to the east lie fertile lands and a host of squabbling petty-kingdoms.
It is the Land of Three Rivers, the Land of the Setting Sun, the Dominion of the Sun Queen. It is a land of strange magics and stranger creatures, of despotic bureaucrats and ancient monuments. Its dignity and serenity will brook no offense, and its power and security will brook no threat.

Characters:
The player characters are Proctors, agents of the Prefect of the Palace. When anything disrupts the rigid algorithms of Court life, the Prefect of the Palace, on behalf of his grandmother the Sun Queen, dispatches a team of his trusted Proctors to deal with it. Proctors could be warriors, priests, sorcerers, or anything else that could be useful in dealing with unusual problems.
