Dragon’s descend, taking over most nations and installing pliable “Meisters” in the communities. The Meister openly supplies tributes of grand treasures of art and magic, and secretly supplying the dragon’s or it’s disciple’s more carnal desires. Immediately after the Descent, the old tradition of Dragonslayers took up arms; the Slayers sent their most heroic and skilled knights with weapons blessed for such tasks. Some dragons were slain, but at great cost in blood and treasure to the order. To the horror of all peoples, the liberated realms were soon occupied again by dragons taking advantage of already weakened defenses. Without it’s relics or heroes, the Slayers slipped into hiding, waiting and hoping to reclaim what was lost.
The Dragon Overlords had the great benefit of time to marshal their power. Long thought dead or asleep, the dragons of the centuries before had cultivated disciples from all races in many nations to prepare the Descent. Nowhere was this more evident than in the great schools of the arcane, with many of the magical discoveries of the last two hundred years being secretly bartered from the minds of dragons. This did not go completely unnoticed, as the Order of Slayers sensed the burgeoning sympathy for and curiosity about dragons held by the highest ranks of wizardry, and thus a rift grew between the defenders of the Realms.
Before the Descent, the dragons’ disciples blinded the wizards seers and murdered it’s most powerful binders, enchanters, and elementalists. Those that survived found themselves hunted by powerful dragon disciples and untrusted by the Order of Slayers. After the Descent, magic was outlawed by the dragons without their consent, which would only be given to those bound to the dragon. The only practitioners that could survive were hidden Raw Talents and the learned, but regarded as impotent, Arcanists.
The Meisters became the governors of the newly held lands of the Dragon Overlords, and would make the rooting out of potential enemies, the procurement of tribute and the protection of the dragon’s hoard their primary duties. With the hoard holding so much wealth, the boldest of Burglars could carve out a fortune, and buyers emerged in the form of vengeance seekers, collectors, arcanists, and rival Meisters for their services. To move the goods a Burglar would need a capable Smuggler to move in and out of the Dragon’s demesne to free lands. The able Smugglers know both the secret routes through the domain and who to bribe to get through official gates, so whatever their motives they are a vital component in defying the Overlords.
In the realms held by the Dragons, the faiths formerly practiced have been replaced with the veneration of the Dragons themselves as near godlike beings. A few brave men of faith and honor, the Frays keep the flame alive, holding secret vows and keeping the underground network together. In addition to counseling and linking the community, the Frays have the obligation to retrieve the relics from the Dragon’s hoard, supplying much needed connections among loyalists.
