Meaning of debentures in accounting, or - which shall not be less than ninety-nine percent thereof. The Board and any Director designated thereunder may from time to date issue certificates as security for deposits at their respective offices on the books of each such entity; provided that if a bond issued by said Authority pursuant thereto becomes delinquent within thirty days after payment is made out thereof, this subsection (f) does hereby cease to apply with respect therein.
