In a post-apocalyptic world, the Dome is a sanctuary housing the few remaining survivors. No one knows who built it, how it came to be, or how the outside world turned into a toxic wasteland. In fact, no one knows any history beyond the past two hundred years.
The Dome is the size of a small city with a population of approximately 20,000. The society is guided by the Covenant, which serves as the law of the land. Governor Nelson Randall is quickly approaching his 25th year in office, where he has faithfully upheld the tenants of the Covenant throughout his tenure.
The Covenant regulates how many children can be born each year, who is authorized to procreate, what behaviors are acceptable or outlawed, and how the society best functions for the preservation of its people. Its terms are enforced by the Peacekeepers. Breaking the Covenant is a capital offense, and adults who commit such crimes are sent into the outside world to check the atmospheric sensors.
When banished, adult convicts are placed in synthetic polymer suits designed to sustain life for up to four hours outside of the Dome. The suits allow them to make it to the sensors before they are overcome by the atmosphere. They are not allowed to return to the Dome once sent out.
Juvenile offenders are sent to the Compound, where they work in Recycling and Recovery. Periodically, they are sent to the outside to recover the suits from the fallen. Upon retrieval, the offenders return to the Compound and their duties in Recycling.
When juvenile offenders reach the age of 18, they take part in a Liberation Hearing. The Assessment Panel interviews the juvenile, reviews their offense history and record of behavior within the Compound, and then determines if the offender is fit to return to society. Should the Panel deny the request for Liberation, the juvenile offender is proclaimed an adult convict. Juveniles who are near the age of 18 when they enter the Compound are less likely to receive Liberation.
Technology in this story will be approximately the same as you would see in the 1980s (think WarGames).
The Dome is located in a mountainous area. There are steep up-hill climbs and deep ravines. People can see outside the Dome walls, but visibility is limited due to the terrain and atmospheric conditions. The sky is a smoggy grey/brown. There’s a hazy fog that lingers in the air. There is no known wildlife. Only the hardiest of plants adapted to survive, and they are brown and woody.
