On the mountainous west coast of Hell is the port city of Fell Harbor, where custom between members of the living world and the damned is a daily routine. The harbor is crowded with ships - those bearing the infernal sigil, and those whose captains have procured the services of mysterious Lotusheads, which allow them to travel between the waters of Hell and the world we know. Pirates haunt the seas, preying on both sides without discrimination. Agents of the Black Law prowl the streets and sail the shipping lanes, eager to squash the criminal element beneath their gleaming boots.
Make your fortune as a pirate plundering the ships that stumble across your path, scrape out a living as a low-level street criminal feeding off the rich or the unwary in the slums of the city itself, or take on the role of one of Hell’s lawgivers, and bring ruinous justice to any who would thwart the will of the Burning Prince. Whatever you do, be fast, and be sharp - and never forget that you’re living on Hell’s rim, where honor and trust are just the bad dreams that visit you in a troubled sleep.
