The Raccoon City Police Department’s response to the outbreak of the T-virus is a disastrous failure. Chief Brian Irons, eager to maintain control gives orders to deploy a heavily armed response team to the streets in the hopes to clear the hordes of zombies and restore order. However, what they encounter is far beyond anything they could have imagined.

The team while being well equipped are not familiar with the adversaries they encounter. They are quickly overwhelmed by the sheer number of infected. The streets are flooded with zombies and more horrifying mutations soon join the fray such as Lickers, Cerberus dogs, and other grotesque creatures that Umbrella has secretly unleashed. The officers fought valiantly, but the lack of preparation for this scale of outbreak, chaos, poor leadership, and overwhelming odds lead to a complete failure in containment. The response team is decimated. Some officers are killed in the line of duty, joining the ranks of the dead while others are forced to retreat. They soon realize the gravity of the situation as barricades failed and the city overrun really was overrun by the infected.

Back at the RPD, the remaining officers and civilians are forced to face the grim reality. As they hear the reports trickle in from the streets their morale plummets. Many officers like Marvin Branagh, try to remain calm. He along with a handful of other officers begin organizing survivors and attempting to put together a strategy for evacuation. Yet, the tension between them and Irons intensifies as they witness the disastrous consequences of his decisions.

Irons, insisted that they continue his lock down order. However, officers like Marvin and Kevin, many of whom have seen firsthand the destruction unfolding on the streets choose to openly criticize his orders. They question his ability to lead, knowing that they have no real chance of containing the outbreak without an immediate change in tactics. The cracks in the leadership and the RPD’s fractured unity signal that the battle for Raccoon City will not only be fought on the streets, but also within the police station itself. As the night falls, the officers must navigate both the horrors of the infected outside and the growing mutiny from within. The clock is ticking. The coming destruction of Raccoon City has begun.
